I can summon only 2 spectres even if my limit is 4

I bought a new helmet - Archdemon Crown - so i raised my raise spectres gem to level 25 - skill gem level 21 and 4 levels from helm. I have Death Attunement on amulet and the tool tip says i can raise 4 spectres.

Yet i can raise only 2 from ritual corpses. I lost one perfect guardian turtle and one perfect forrest warrior. They did not replaced the already existing spectres so it's not a limit problem.

I make sure my offerin skill is out, even if my trigger weapon it's a claw.
