The Feared bosses have giga speed

Just farmed all of my witnesses to run the feared, and without any action speed, cast speed, attack speed or movement speed modifiers, the bosses absolutely blasted. Could not even react in time to their abilities.

Was something changed with the Feared or are they just bugged?
