Chaostic Astrolabe (Ultimatum) mod is broken

mod : Ultimatum Rewards in your Maps have (8—12)% chance to be duplicated in Astrolabe

is replace "Prove Yourself Worthy" Notable in Atlas Passive Tree (Ultimatum Rewards in your Maps have 25% chance to be duplicated)

so if we run Chaostic Astrolabe we get less chance for Duplicate, which not make sense

so I guess it isn't intentional
