Energy Shield not regenerating in map after a few moments

Tier 16 burial chambers; Occultist with ES regen, native recharge, whispers of affinity, no poisons, no other debuff. Energy shield works and recharges/regens upon entering map for a few seconds but stops as if no regen map and/or having a DoT applied. It is a poison on hit map, but I am standing still with no debuffs and no mobs around and energy shield is still at zero. Nothing else should be happening that would affect the speed of regen/recharge. If I leave the map and come back in, it works as intended for a bit and then stops again until I leave.

ETA: even the 2%+ energy shield on kill is not functioning.
