Niko's Fuel quest cannot be progressed

When I click “Visit Mine Encampment” in Niko,
it displays “you do not have the required quest state” and I cannot enter. When I click the “Click to travel to the Mine Encampment” waypoint, it displays “you do not have the required quest state” and I cannot enter. Ctrl + Click also does the same. Changing the region via Gateway didn't work either. Is this a bug? Do I need to talk to another NPC? Last bumped on Mar 10, 2026, 2:58:27 AM

It seems I needed to check three Sulphite locations on the map to complete the quest.
