Unable to use fragments with maps, Multiplying Modifiers atlas passive unusable

Hi team,

It appears that fragments like Sacrifice at Dusk/Dawn etc. can't be used with maps to boost quant in 3.28. Whenever I add them into the scarab slots when trying to open a map it gives the message "Sacrifice at Dusk cannot be used with a map".

I'd assume that this was just a change with the atlas overwork, but the atlas passive "Multiplying Modifiers" (3% increased effect of explicit modifiers for each fragment used with map) would be useless otherwise. Unless "Fragments" in this case applies to scarabs as well?
