No Contract drop from Smuggler's Cache

I'm in Act 9 and found a Smuggler's Cache near Varashta and it dropped no contracts, not even a green quest contract. just 449 Rogue Markers.

Oddly, in the Mirage it dropped the normal Contract plus a Green contract where the Mirage Caches earlier had not dropped green contracts.
