Not a bug. You must capture Otesha's soul. Otesha is one of three possible bosses on the Iceberg map. But this has already been changed 3.28.0 Hotfix 13 " Soul of Lunaris' 6% reduced Elemental Damage taken if you have been Hit Recently has been changed from Iceberg Map to instead be Beach Map.
