PoE stuck on "running" on Steam after exit

After the 3.28 patch, poe is stuck at "running" when I close the game. Trying to close it from my library puts it on "stopping" and nothing happens. There's no poe process running in task manager, closing steam web helper processes also doesn't fix this. The only thing that fixes this, is completely closing Steam and opening it again. Never encountered such an issue prior to the 3.28 patch.
