Dimensional foothold-Unstable breaches still spawn

Up until today the Dimensional foothold passive was working just fine. All my breaches were hives/fortresses. I logged on today and suddenly they have all been unstable breaches. I haven't changed any passives. I have unspecced and respecced the node, as well as restarted the game.

i suspect it has something to do with jun missions and the fortification

I was running Jun alongside breach the entire time. No problems until today.

Dimensional Foothold
Scarab:
1. Breach Scarab of the Marshal
2. Breach Scarab of the Incensed Swarm
3. Cartography Scarab of Escalation
4. Cartography Scarab of Corruption
5. Delirium Scarab of Delusions

8 mods corrupted maps with delirium layer.
2/2 only 2 unstable breach spawn.
Using Breach Scarab of the Hive give error:
"Activation failed. One or more of the used Scarabs spawns a Breach Hive which is prevented."
Quadruple checked: Dimensional Foothold is allocated, not Enemy at the Gates. The top 2 branches is allocated.

UPDATE: Attempt to refund Dimensional Foothold to allocate Enemy at the Gates also block Breach Scarab of the Hive usage with the same message.
UPDATE 2: With both Dimensional Foothold AND Enemy at the Gates NOT allocated. I still can NOT use Breach Scarab of the Hive, with the same error message.
UPDATE 3: With NO breach atlas passive allocated, NONE! I still can NOT use Breach Scarab of the Hive with the same error message. WTF is going on?

Figured it out. Breach Astrolabe override everything and force Unstable Breach, even with Dimensional Foothold allocated.
