Loading screens take 15+ min

When loading into towns, hideout and the mirage in a map, the loading screens are very long, sometimes taking up to 15 minutes (i have timed it). I have a 3090 with 32GB of RAM and the game is installed on a SSD. My internet connection is also not an issue, as I get a steady 13ms. Its not this long when loading into maps. This issue also seems to be worse in originator maps.
