Harvest plant not working

This is my first time using the mechanic, and I'm doing tier 4 maps. When I found the first (yellow) plant, it worked fine, but when I found the second one in the same area, it won't let me click or activate the plant.

The other plant option from the same selection allowed it to open normally.
