Harvest damage swap no valid mod

On an item with full affixes, the swap damage craft option does not seem to work. Choosing non valid options (like lightning to cold when only damage mod is cold) will say item does not have the mod that can be swapped from. Choosing the right one (cold to lightning) says item has no valid target mod.
