Cannot use life flask on full life

I have a divine life flask that will not work when I have full life. When I click my hotkey to use it, nothing happens. If I swap to a different life flask, it works fine.

It has the suffix that grants an additional X% of life over 10 seconds when used when not on full life.

Edit: I just got a different flask with the same suffix, and it does the same thing. That particular mod makes it so you cannot use the flask at max life. I don't remember it working that way in the past.
