Crystallised Rancour harvest bench damage change doesn't work on some mods

Damage conversion craft on harvest bench doesn't work on prefix % elemental damage mods. It works for suffix damage mods, flat prefix damage mods, but not for % fire/cold/lightning damage mods on prefixes. It just says that there are no valid mods for this craft.

Tried this on a shield with fire damage to and it didn't work
