Breach walls not getting destroyed on 2nd character

The character I ran the breach quest with destroys walls correctly. However, on a second character I still get the champion quest popups saying "talk to ailith". Attempting to get inside is blocked by the walls which are not getting destroyed (you can frostblink/flamedash over them).

Also, since the keepers quest was done on another character -- it likely should be unlocked on all?
