"Add a Mod to a Rare Map" is Not Working for Rare Map?

I'm trying to use the Beastcraft adding mod to rare map on a tier 10 Map, but it's not working with error "Item is not a map".

To replicate:
- get a tier 10 map
- use Orb of Alchemy
- try to Beastcraft Add a Mod to a Rare Map
