Settings/Keybinds not saving & Graphics error

When ever I restart the game, none of my inputs and keybind's that had saved from previous leagues are saved. And every time i go to change and save them, and if i have to restart the game again, it goes back to default keybind's.

Also this is the same situation with graphics settings. I try to set the game into Windowed fullscreen, but the graphics glitch for selections (discard or save changes pop up window) and i can't select any of it.

CPU: AMD 5800X3D
GPU: Nvidia Geforce Gigabyte 4090 OC
RAM: Corsair dominator 32gb of 3200hz
MOBO: Asus Prime X570
PSU: EVGA 1000g

All drivers are up to date (as far as i know, but i'm pretty confident they are)

A couple of issues can cause this.

Post the file path of your configuration file. Once we see that, we should be able to immediately tell you what the problem is, and how you can fix it.
