Reliquarian - Terminus Est not proccing frenzy charges

I'm gaining endurance charges through smashing strike. I have 52% crit chance (in game). However, I'm not gaining frenzy charges via Terminus Est. This seems like a bug. I should be constantly at max stacks.

Edit: Voll's Protector is causing the issue. My bad.

I checked the character sheet for charges. I was unable to see any frenzy charges. Definitely a bug, and not just a visual one. I'm surprised this wasn't play tested before hand since it's an ascension node. Kind of disappointing GGG.

No, it is not a bug. It works just fine. You maybe should read your Body chest and look what Inner Conviction is:
