Bug Reports (Path of Exile 1) - cant use Celestial Dominating Blow - Forum

I just bought the MTX for Celestial Dominating Blow on sale. However, even though it's a gem MTX that should only exist in PoE, I could not use it. https://puu.sh/KJEaO.jpg Thinking it might be because it's Vaal Domination, I also bought the regular Dominating Blow, but I couldn't apply that either.
