I cannot complete the quest "A Call to Arms"

When I click on the Map Device, there is no slot to place a map to begin the encounter. Furthermore, interacting with the map in my inventory does nothing. I am currently stuck on the 'A Call to Arms' quest. I even switched to Standard to see if I could start a map there, but I am having the same issue

Relogged and the map device fixed itself. 30 minutes wasted...
