Opening a window (inventory, options, etc.) compresses resolution for a brief moment

Not really sure how to describe this one. Usually opening a window just opens the window and my screen instantly refocuses on the player character. With the latest patch, the resolution gets squashed before focusing on my character normally.

I went ahead and took a screenshot. This lasts one frame but by god it's noticeable when it happens
IRON MAN
Can confirm that I see this, too, when opening side panels such as the social panel to the left or inventory to the right. It still happens when panels are opened on both sides.

What seems to happen is that when shifting the scene display to the side (upon opening a panel), there is a single frame where the scene is likely compressed into the smaller screen area as shown above (causing elements to appear to be shifted even further than normal), before being re-aligned to the final perspective that centers the character. This can make some objects in the scene appear to flash briefly in the wrong place: for example, in Sarn Encampment this is especially obvious with the NPC label for Grigor or the stone column straight above the waypoint.

It happens in Windowed Fullscreen, Fullscreen, and Windowed mode.
Am using DirectX 12 on AMD Radeon rx 480 on a 4K display (Win11 Pro, standalone client).
Changing options like triple buffering, vsync, or upscaling made no difference to the erratic frame display.

This also appears to have been reported in this thread.
