spellslinger vortex of projection not exploding the frostbolts on first cast

spellslinging frostbolts and vortex of projection doesnt explode the frostbolts on first trigger proc, which it used to do (and is supposed to, as of the wording on gem). It still triggers the vortexes for each frostbolt but doesnt explode the frostbolts.
