i cant click this to open the slot even though i did both bosses?

Same issue here.

I thought maybe it was a problem with legacy nightmare maps, so I ran a bunch of t16s until a new series nightmare map dropped but it still doesn't work.

Ok, I made some progress.

You need to talk to Eagon, apply astrolabe to a region in the atlas, complete a bunch of maps inside that region until it collapses, then he takes you to the Memory Vault.

It's part of the quest line so it probably leads somewhere.

Unfortunately doesn't lead anywhere, still unable to use the maps, nor access some of the bosses for example in the top left.

It's not just Nightmare, guardian maps are the same.
Did all memory quests, farmed new Shaper Guardian map, did Maze of the Minotaur and still can't progress to other maps.
Echo of Trauma/Reverence are the same.
