Merchant issue!!

So I recently ran into an issue with the merchant, on one of my accounts I have the merchant Ange and she works fine, I can access currency exchange and sell items as normal, although this is on my first character playthrough on standard.
I made an alt character on FATE OF VAAL, got all the way through to end game and cannot use Ange of Alva for currency exchange or as a merchant. what am I doing wrong? I never got the quest from Ange, "Hostile Takeover".

So after literally trying everything for several days and still not usable, bought another merchant tab thinking maybe this was the issue, welp it did in fact not work. the "Merchants Tab states in its Description, "Adds a merchant tab to your account, Merchant tabs can be used to sell your items to other players without being present for the sale. FIND ANGE in Kingsmarch to establish a hideout, then begin managing your shop and selling items"

This did not work. can someone please give me some guidance. because I spent the coin for it and cant use it and I feel like I'm just wasting time at this point....
