Chronomancer 'Apex of the Moment' Debuff not working or not displaying when applied

Apex of the moment Ascendency passive- Enemies in your presence are slowed 20%.

There's no in-game indication that this actually lands on anything. You would think it should as temporal chains and other slow debuffs etc will show on mobs.

I have not seen it on anything at all no matter how low level it is at any stage in the game.

Unsure if this is related to the ability not granting a specific skill that applies this effect, but with the size of the effect at only 20% it's hard to just eyeball whether it's even working at all and is just applying invisibly.

Unsure if this is a design choice and there are other comparable silent/invisible debuff effects for other classes (in which case I'd argue it's a poor choice and just causes confusion), or if it's actually bugged.
