[Guilds] Improve Permissions, Customize Ranks & Introduce Stash Security

For next Content Patch 0.5, I would like to see GGG give guilds a little love. Guild leaders should have the ability to delegate administrative tasks to officers, such as managing guild hideout/stash and kicking guild members for bad behavior, etc.

In addition, give the ability to customize guild ranks by adding more ranks and changing the names of these ranks. For example, create a "Guild Architect" rank so trusted members can decorate the guild hideout without needing full officer access.

Lastly, introduce a "Guild Stash Transaction Log" that tracks who deposited or withdrew items and officers can set daily withdrawal limits per rank to ensure one person cannot clean out guild stash.
