[Guilds] Improve Permissions, Customize Ranks & Stash Security

For next Content Patch 0.5, I would like to see GGG give guilds a little love. Guild leaders should have the ability to delegate administrative tasks to officers, such as managing guild hideout/stash and kicking guild members for bad behavior, etc.

In addition, give ability to customize guild ranks by adding more ranks and changing names of these ranks. For example, create a "Guild Architect" rank so trusted members can decorate the guild hideout without needing full officer access.

Lastly, introduce a "Guild Stash Transaction Log" that tracks who deposited or withdrew items and officers can set daily withdrawal limits per rank to ensure one person cannot clean out guild stash.

Guild Improvements - TLDR
* Guild leaders can delegate administrative tasks to officers
* Customize guild ranks (more ranks and change rank names)
* Guild stash transaction logs and withdraw limits (stash ninjas)

I'm hoping to see some guild improvements in 0.5.
