Apparition Effect does not activate when using the Winner's Ring effect. (poe1)

There is an issue where the Apparition Effect does not activate when using the Winner's Ring effect.

I'm not talking about the delilum effect!
*Apparition Effect* (microtransaction - character effect)

This bug didn't exist in League 3.26. It started appearing in League 3.27
I suspect this is a bug caused by a patch that was related to merging poe2+poe1 microtransactions.
