[Kingsmarch] Change Bright/Dry to Foggy/Wet for "Maritime Port Aesthetic"

Kingsmarch is a coastal port-town. Adding a light drizzle/rain reinforces its "maritime port" identity and shifts the tone away from " bright/dry" to " foggy/wet" aesthetic.
Weather: Replace bright sunlight with light drizzle and low-lying ground fog. Materials: Swap dry, clean textures for wet cobblestone and green moss on harbor piers. The bright sun and dry cobblestone does not fit the environment and would suggest changing to low-lying fog that hugs the ground, wet cobblestone and green mossy piers. These added details suggest a town constantly battling the elements rather than a sterile town hub. Aesthetic's matter. Yes, Jonathan needs to change this ASAP. The game is virtually unplayable otherwise. The dry cobblestone in particular drives me nuts!

" My warrior has bad allergies and all the dust in Kingsmarch is unbearable. In all seriousness, adding rain to Kingsmarch should take very little development time as the animations already exist, just need to turn environmental layer on.
