Vaal Temple Bugged?

Hello everyone,
I ran into very difficult problem, i was building Vaal Temple, nearly done, ihave had saved sacrificial chamber actives to eat room for alchemy lab to prevent it from loop, somehow, when i build that loop which i should later delete garrison from to prevent it from destabilisation, i used 2 rerolls and sacrificial rooms active did not pop up, which caused all my spymasters to disappear. Like 30-40 hours of building gone into nothing, please help me with that problem. It shouldnt be like that, many rooms are also inaccessible which kinda shouldnt happen considering Vaal Temple tech... and as you can see on screenshot even in a later run i am unable to use sacrificial chamber's skill... Please help me resolve this problem, if it is possible to get those rooms back...
