Cast on X building and cycling energy without casting the spell

I am running Cast on Crit with 100% crit on spells as well as Cast on Elemental Ailment. I have converted spark damage to cold with the ring, I cycle through Living Bomb and Frost Bomb continuously so I am constantly cold and fire infused and building elemental ailments constantly. Both are set to weapon set one since my wand and scepter are this set. The energy will build to 100% then cycle over, rebuilding and comet will not cast when this happens. Sometimes it casts but more often than not it will not. Once in a while I will run a map and it is comet rain like you see in the build videos and will be that way the whole map, but this is rare. Mostly it cycles and does not cast. I am using standard gear with a Headhunter.
