Why am I getting "requirements not met" for every skill

Any skill point I want to get I get requirement not meant I can get all the stupid little ones but anytime I want to get something of value it just denies me and it won't let me go in any way I want to go it doesn't make any sense.

I had to unequip and re-equip my bow several times for a few skills. Not sure why the bug exists or how to trigger it but only seems to occur if I add a support gem in.
