Vertex Issue

I am using a Vertex Tribal Mask with the line "Skill gems have NO Attribute requirements. It is equipped and is not red, so it is in use. I cannot socket any skill gems that I do not have the level for, specifically freezing mark, snipers mark, and voltaic mark.

EDIT: Solution was to change my attributes to put them on, then change back. Cost me gold to do this but its fine.
