Cyclonic Construct can bind to enemies outside the Vaal Temple room in which they spawn

Description
A Cyclonic Construct spawning in a Vaal Temple room can bind its wakeup trigger to enemies that have spawned outside of the Vaal Temple room in which they've spawned (i.e. in the next room). When the doors lock, those enemies are inaccessible to the player and so the Cyclonic Construct will never wake up and will instead remain undamageable, preventing Temple progression.

Reproduction Steps
1. Spawn a Cyclonic Construct in a Vaal Temple room.
2. Unknown conditions cause it to bind itself to enemies that have spawned outside the current room. Frequently they're immediately on the other side of a door or wall, but occasionally not.

Expected Result
All Cyclonic Constructs in the current room have all woken up when everything else in the current room is dead.

Actual Result
Some Cyclonic Constructs may remain asleep until you either kill the enemies that they're bound to which are outside of the current locked room (possible with e.g. orb of storms and lightning bolt) or portal out and return to the room.
