No citadels or lightbeams appearing when mapping

I have been playing for several months and have 2 characters lvl 96 and 88.
Have visited the "main" citadel close to where you start mapping.
But I have not yet encountered or seen a citadel or the lightbeams that indicate there is one. I have done +100 maps in different direktions.

Please help me, it is getting quite frustrating

Thank you for the reply, but I am not interested in buying the fragments.
I want to experience the fights.
I am pretty sure this is a bug, since when I played the last league i encountered several within a short time.
