[Suggestion] New Base: Moonstone Amulet (Traveler’s MS Bonus)

Movement speed is arguably the most valuable stat, yet it's almost exclusively found on boots. I’m proposing a new common base "Moonstone Amulet," that rewards skillful positioning with a meaningful MS bonus.

​Unlike flat MS on boots, this implicit rewards players who actively kite. It helps traverse empty zones or kiting mobs, but the MS bonus vanishes the moment you take a hit.
