Arbiter of Ash Bug

Ran Arbiter for the first time. Died, hit respawn at checkpoint and then nothing happened. I am lying dead while he continues to teleport around. Figured I could log out and back in. Tried that and lost access to the area. Thought it was a once off bug so I loaded my next set of fragments in only for the same exact thing to happen.

Is this something that is known? twice in a row seems to coincidental. Now I am down 6 fragments and not sure if its worth spending the hours finding more or the currency just to have the same BS happen again.
