Runegraft of witchmark

i 3 to 1'd buncha runes i need witchmark for my build i rerolled around 200+ never got one is it unobtainable by vendor recycle or does it need some specific runes to 3to1 ?

30 DIV on phrecia trade currently. I don't know if the return is completely random. You're pretty unlucky if it is. There may be a hierarchy on rarity though.

Originally with runes, there was a hierarchy, where 3 runes returned 1 of the level above, up to power rune, which could not be obtained by vendor. I'm not sure if that carried over to runegrafts in anyway when they were implemented. I would think it would be obtainable through the recipe on average for closer to 1DIV if it was random. Seems like a pretty big skew. I'm only speculating though, I don't know if it is possible to get that way or not.
