Tavaki softlock when killing with devour

I've been playing through poe2 using the wyvern form, and when I got to Tavaki at the end of act 4 and fought Tavaki. Every time I finished the fight using the devour skill, the hooded one would appear and not do anything. I finally managed to get through the fight by ignoring devour and killing him with hit damage, and it worked fine.

I also saw some threads on reddit talking about similar issues. I have a theory This might be happening with Freeze as well.
