problems with constant freezing

I don't understand how, with a Ryzen 7 9800X3D and a Radeon RX 7900 XT with 32GB of DDR5 RAM, I'm getting constant freezes every time one of my teammates uses their abilities. I should mention that I have the graphics settings on the lowest and all the performance options maxed out, and it still freezes.
I've already deleted the shaders, reinstalled the game countless times, checked the files, tried everything, and still nothing works.
The only thing I know is that it's constantly collecting shaders; I know that's the source of the problem, but I don't know how to fix it.
Oh, and also, every few freezes, it gets stuck loading indefinitely, and even if I restart the game or the computer, it still doesn't work. The only solution at that point is to uninstall, delete all the files, and reinstall it, which seems absurd. I love the game, but it's sad to have a computer like this and not be able to play it no matter what I do. I've spent all day changing things and nothing works. I'm desperate.
