it is the boar one. it says 0/0 down in the left corner. cant recharge it or get it too 1/1. says 0/0 all the time wahtever i do.

The more expensive Ingenuity belts will be the ones with Reduced Charm Charges Used instead of Increased Charm Charges Used and there is a reason for this - if your charm charges used is greater than your available charm charges the charm will not function.
