I killed arbiter but he didn't drop a boot of knowledge after I interacted with his orb... I'm on points 38/40 on atlas tree.

Like the previous poster mentioned, it doesn't give altas points (40 points), it gives boss points (10 points).
If you killed him and he didn't drop a book, you should be able to get it from Doryani in your Hideout. |
