Orb of Chance not working on normal tablets

Is this a bug? According to https://www.poe2wiki.net/wiki/Visions_of_Paradise, I should be able to use an orb of chance on a normal Precursor Tablet, as it is not a drop-restricted tablet (it can drop anywhere) and there is a unique version available (Visions of Paradise):

- Visions of Paradise is a unique Precursor Tablet
- Visions of Paradise can drop anywhere. It can be chanced.

The error message I get when I use the orb on the normal tablets is :

Item cannot increase in rarity.

This error message is only suppose to apply to item with no unique versions OR drop-restricted uniques.

Orb of Chance cannot be used on items with no unique versions or only drop-restricted unique versions. Attempting to do so will result in an error: Item cannot increase in rarity.
