Banners not applying any buffs while in radius Bug Report ID: #2958253817

I am having a bug where banners are not applying buffs while in the radius of the banner. It does however apply the buffs when you exit the radius with the bannerman passive.

Tactician ascendancy, I have removed all passives pertaining to banners trying to get it to work with no change. I have removed all gear, checked to make sure its not stat issue. All spirit gems are activated as well.

I have fixed this issue. I had the lone warrior passive allocated

Additional information:

I swapped characters and tried the banners on another character and the issue still persists. I feel this is either a bug with the skill or my account.
