Blink - Not usable with current Weapon Set settings

I was stuck/locked inside a vaal temple room because a mob got bugged outside so I used the trick where you relog right as you roll through a door to escape and find/kill the mob. I disabled blink before doing so and when I got back ingame I couldn't blink and it had the error in the title on the gem.

I tried reequipping the gem, reequipping my weapons, locking/unlocking weapon sets, and none of it worked. I then made a new identical blink gem -- level 19, 20 qual, with 5 sockets, and it works perfectly fine. Putting the original gem back in gives me the error again.

The gems are identical and one works and one doesn't. There are no options in the blink interface to mess around with so I really have no idea what's going on here
