Shaman Apocalypse Quality

When I hold alt over apocalypse it says it has bonuses from quality, I tried using a gemcutters on the skill in my skill tree and in my ability tree but neither work, is there a way to quality this skill?

"The Cunning Fox" passive skill, abyss mod on amulet, Fox Idol, Dialla's Desire support gem.
Gemcutter's Prism only work with Skill Gems. Apocalypse is not a gem. |
