Elemental Penetration small passives bugged

The three passives named "elemental penetration" that provide "damage penetrates 4% of enemy elemental resistances" do not impact the penetration levels shown on spell skill detail sheets. I do not know enough to be able to test the actual damage being dealt to see what the effect is there, and I have not checked attack skills.

The similarly named passive providing 3% penetration does NOT appear to be similarly bugged.
