[Suggestion] Armour Proficiency Node (Ignore MS Penalties from Gear)

There is currently a "Mobility Tax" that disproportionately affects Heavy Armour builds. I would like to suggest a new "Armour Proficiency" Node added to the Warrior area of the passive tree that ignores all movement speed penalties from equipped gear. It reinforces the Warrior as the class capable of reaching "maximum velocity" while in full-plate.
