Suggestion: Ailith's Chimes alternative for all "ammo" types

There's a TL;DR at the bottom.

Ailith's Chimes is a lineage support gem introduced in 0.3.0 that, as of 0.4.0, provides the following effect:

"
25% Surpassing chance to gain a Power Charge when expending Combo with Supported Skills per Combo expended


This effect makes it so that any melee build can reliably generate Power Charges. What about Frenzy and Endurance Charges, though? Equivalent charge granting support gems do not exist. There are some exceptions, like a support gem that consumes Parry to generate a Frenzy Charge, but these methods are generally unreliable, or require you to use skills that simply don't make sense for your build.

Frankly, I don't understand why. Charges are ammo in PoE2. They provide no inherent bonuses, unlike in PoE1. PoE2 has a stated goal of combo-based gameplay, but ultimately if I am trying to make a combo build around Frenzy or Endurance Charge consumption, I'm quite limited for no real reason.

Ultimately, this gem has allowed me to turn Shattering Palm into a Combo/Power Charge generator which synergizes with an Ice Strike main attack, that allows me to then utilize Charged Staff to top off my cold damage with lightning damage. It's really fun and utilizes skills I want to utilize. Without Ailith's Chimes, I would be forced to work in Power Siphon, which is a spell and doesn't work at all for my build, or use Killing Palm which is a skill with behavior I do not like and do not want to use. My only other options are Shapeshifting skills that are the complete opposite side of the tree from me and have no purpose in this build.

Ultimately, this gem allowed me to create the combo I wanted to make. Isn't that the point behind PoE's massive customization? I don't understand why charges and infusions have limited generation like they do.

Skills that already grant these things don't need to change. They're just implicit bonuses that you could work into other builds. So instead of becoming mandatory, they are optional, as all skills should be. No specific skill should be forced on the player, they should be allowed to mix and match however they choose.

For example, why can't I add a 5 second cooldown to Ice Nova, in exchange for a Cold Infusion? Functionally equivalent to Frost Bomb, but maybe I'm getting Exposure from something else and don't want to use Frost Bomb. I should be able to make these builds, that's what PoE is all about.

TL;DR
I suggest an equivalent of Ailith's Chimes for all "ammo" types. This includes infusions for spells. For melee builds, combo is an understandable mechanic to rely on. I'm sure something can be utilized for ranged and spell builds to provide a similar playstyle combo-to-reward for them. Ultimately, the ability to create the combo I want to play is infinitely more enjoyable than being forced to use skills that don't really mesh with my playstyle or my build.
