Problem with mission Tradidion's Toll

Return the letter to someone in the ardura caravan
The problem is that I have the Final Letter in my inventory, but I cannot hand it in to Sekhema Asala in the Ardura Caravan. I need this to be fixed or checked, because without turning in this letter I cannot receive the 2 skill points, and I am completely stuck because of it.

I have no idea whether I should start a new character and hope it does not happen again or if there is another solution. Please check this issue as soon as possible.
